    Description
    Basic Function: Under the general supervision of the Vice President of Clinical Services; Division Director, provides budgetary, clinical and administrative direction and oversight to the Secondary Response Team (SRT) that includes a team of coordinators, liaisons and case managers, providing guidance and support in their daily activities.
    This role is critical in ensuring that appropriate referrals are made both within the agency's programming and externally, facilitating timely and effective linkages to outpatient services for clients. The manager will promote collaboration among team members and ensure adherence to best practices in crisis response and mental health care. The Secondary Response Manager provides oversight to staff that are engaged in the delivery of behavioral health services to children, adolescents, families and adults in a variety of settings including the community, in-home and clinic setting.
    Reporting Relationship:
    Reports to: Vice President of Clinical Services; Division Director
    Supervises: Secondary Response Team-Leads, Secondary-Response-Liaisons, Community-Based Clinicians (CBCs), Secondary-Response Team-Case Managers

    • Manages and directs all aspects of Secondary Response Team operations to ensure maximum efficiency, effectiveness and consistency with the requirements of all applicable licensing and certification, regulatory and funding bodies and community needs.
    • Assures that the design, organization and delivery of client services by the Secondary Response Team promotes continuity of care through timely follow-up (within 24 hours) and referrals to agency programming, linkage to outpatient services; coordination of behavioral and primary healthcare; service plans and progress notes that are client-centered, outcome oriented, strength-based, and that document the need for the provision of clinically necessary, culturally sensitive services that promote recovery and maximize client participation.
    • Work collaboratively with other departments and stakeholders to enhance service delivery and integration of care.
    • Act as a liaison between the crisis services team and outpatient service providers, ensuring clear communication and coordination.
    • Provides clinical supervision to all clinical staff.
    • Provides proactive leadership to staff in the areas of time management, productivity, and quality client care using performance enhancement strategies and techniques.
    • Provides clinical oversight and authorization in the implementation of the client's treatment plan.
    • Provides review and authorization for client's discharge from services including signing the Discharge Summary.
    • Ensures that services provided are medically necessary and meet the appropriate level of intensity of services criteria.
    • Implements proper application of agency personnel policies and procedures in the hiring, promotion, compensation and disciplinary processes.
    • Develops, recommends, and implements a system of formal operational and clinical policies, standards, procedures, reporting mechanisms and internal controls for the unit in accordance with the Division and Agency strategic and annual goals.
    • Prepares and/or directs for the preparation of formal reports to the Vice President of Clinical Services, Division Director, Executive Director, and board, accreditation, regulatory and funding bodies as required.
    • Establishes and maintains effective working relationships within the community. Interprets and promotes the value of agency services to a wide range of stakeholders.
    • Develops and implements systems and procedures that maintain agency standards of professional practice, employee conduct, and assures that State and Federal regulations on confidentiality, Abuse and Neglect Reporting, the Mental Health Code, and other regulations are adhered to by all supervisees.
    • Assures that all treatment services are compliant with federal Medicaid regulations.
    • Ensures staff compliance with Agency core performance standards.
    • Serves as a member of the division management council and the division utilization management/review committee.
    • Performs other duties and assignments commensurate with the responsibilities outlined herein as required.

      Requirements:

      • This position calls for a minimum of a master's degree in counseling and guidance, rehabilitation, counseling, social work, vocational counseling, psychology, pastoral counseling, family therapy, or a related field; a minimum of three years of progressively responsible clinical work with children and/or adolescents with emotional/behavioral disorders.
      • Two years clinical staff supervisory experience and meets the minimum requirements of the Qualified Mental Health Professional (QMHP).
      • This position requires someone who meets the licensing requirements in their respective discipline to qualify as a Licensed Practitioner of the Healing Arts (LPHA).
      • This position requires the use of a personal auto, valid driver's license and motor vehicle report acceptable to the agency's broker and verification of insurance.
      • This position also calls for an individual cleared by the State of Illinois based on a prior history of child abuse/neglect. In addition, the individual must clear a personal background review, fingerprinting, and criminal checks.

        Mental/Physical Demands: Ability to conceptualize and solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel and talk or hear. The employee frequently is required to sit. The employee is occasionally required to stand and walk. The employee must lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
        Environmental Conditions: The noise level in the work environment is usually moderate. Duties are performed in a typical office environment. No unusual or adverse working conditions exist.
